California: Listing of Free Govt Phone Providers

Thanks to the Federal Affordable Connectivity Program (ACP) and Lifeline programs, eligible low-income California residents can get help with their phone bills. There are a few options:

Receive a monthly discount on a landline phone.
Receive a free government phone with free talk/text and data.
Receive a mobile device at a deep discount with free or discounted service.

While most phone service providers can offer the discounted landline option (call your current landline company and ask), only a few companies offer free phones. Below is a listing of the phone companies servicing California that offer free or discounted phones:

The above is not necessarily a complete list of free and discounted Lifeline phone providers in California. As we come across more providers, we'll add them to the list. We also periodically review the list to remove those providers no longer servicing the California area

Did you know that of the over 4,210,000 households eligible to receive Lifeline benefits in the state of California, that as of April 2023, only 26% are actually enrolled? This is according to the Universal Service Aadministrative Co.
