District of Columbia: Listing of Free Govt Phone Providers

Thanks to the Federal Lifeline program, eligible low-income residents in the District of Columbia can get help with their phone bills. There are two options:

District of Columbia
  • Receive a monthly discount on a landline phone
  • Receive a free government phone with free talk/text and data

While most phone service providers can offer the discounted landline option (call your current landline company and ask), not all wireless providers offer free phones.

However, with the creation of the Federal Affordable Connectivity Program (ACP) more phone companies are offering either a free device or a deep discount towards the purchase of a device such as a tablet, laptop or computer. The plans vary from company to company so take your time and choose the right company and plan for you.

Below is a listing of services providers that offer either Lifeline and or ACP benefits in the District of Columbia:

Did you know?DC Factoid: According to the Universal Service Administrative Company (USAC), as of April 2023, only 32% of the 92,862 households eligible to participate in the Lifeline program have actually enrolled. That means that 68% of the District of Columbia population is struggling unnecessarily to pay cell phone and internet bills.
