Low-income residents in the Hawaii have the opportunity to receive either a free or deeply discounted device (with free airtime/texting and data) or a discount on their home landline.Hawaii These services are made possible thanks to the Federal Lifeline and Federal Affordable Connectivity Program (ACP).

While many Hawaii phone service providers participate in the Lifeline and ACP programs, you'll soon find that the offers differ from company to company. When researching service providers, make sure to spend time comparing the plans to ensure you select the best plan for your needs.

Below is a listing of phone service providers offering free or discounted government phones and services in Hawaii:

This list may not contain all of the phone companies in Hawaii that participate in the Lifeline free phone service, but it is a good start. As we become aware of more companies, we will add them (or delete the ones no longer in service).

FactoidHawaiian Factoid: According to the Universal Service Administrative Company (USAC), as of April 2023, of the 141,890 households that meet the Lifeline eligibility criteria, only 8% have enrolled. That means that 92% of eligible families that would benefit from free and/or discounted internet service are not taking advantage of the opportunity.
