Illinois: Listing of Free Government Phone ProvidersIllinois residents who are having a difficult time paying their phone bills may qualify for the Federal Affordable Connectivity Program (ACP) and Lifeline programs. Lifeline and ACP are Federal programs administered by the Universal Service Administrative Company (USAC) and the Federal Communications Commission (FCC). The purpose is to provide telephone service for low-income individuals and families. The phone assistance may come in the form of a free cell phone with free airtime/texting and data, or in discounted landline service. While most phone companies participate in the landline monthly phone discount (just call your phone company and ask), not all companies offer free phones. Below is a listing of phone providers participating in the Lifeline and ACP government phone programs in the state of Illinois:
