Illinois: Listing of Free Government Phone Providers

Illinois residents who are having a difficult time paying their phone bills may qualify for the Federal Affordable Connectivity Program (ACP) and Lifeline programs.

Lifeline and ACP are Federal programs administered by the Universal Service Administrative Company (USAC) and the Federal Communications Commission (FCC). The purpose is to provide telephone service for low-income individuals and families. The phone assistance may come in the form of a free cell phone with free airtime/texting and data, or in discounted landline service.

While most phone companies participate in the landline monthly phone discount (just call your phone company and ask), not all companies offer free phones. Below is a listing of phone providers participating in the Lifeline and ACP government phone programs in the state of Illinois:

This list is not a comprehensive listing of all free and discounted Lifeline phone providers in Illinois. As we come across more providers, we will update the list.

Did You KnowDid you know?: In the state of Illinois, according to the Universal Service Administrative Company (USAC), only 17% of the Illinois households eligible to enroll in the Lifeline and ACP programs and receive free/discounted phone services have acutally enrolled. That means 83% of eligible households are still struggling to pay for internet service when they don't have to.
