Kentucky: Listing of Free Government Phone Providers

If you live in the state of Kentucky and meet the eligibility requirements, you can apply for a free government cell phone made possible by Lifeline program. Qualified residents can choose between a free phone that comes with free talk/text and data or a discount on landline service.

A large number of phone service providers offer the monthly landline discount through Lifeline, but not all companies offer free wireless phones. If you're interested in the discount, call your phone company to see if they participate. However, if your preference is a free phone, below is a listing of phone providers currently offering free wireless service in the state of Kentucky:

The above list may not be a listing of all free and discounted Lifeline phone providers in Kentucky, but it's a good start. As we come across more providers, we'll add them to the list. We'll also periodically review the list to remove those providers no longer servicing the Kentucky area

Note: Kentucky residents are subject to the National Verification process. As a result, residents can apply for Lifeline benefits using the National Verification portal.

Discounted Phone Line Phase Out

FYI: According to the Federal Communications Commission, the monthly Lifeline landline phone discounts are being phased out. By December 1, 2021 discounted phone (voice) service will no longer be available. The $9.25 monthly discount for broadband (internet) will remain constant, but the voice discount is being phased out is as follows:

  • Currently until November 30, 2019 - $9.25 per month credit
  • From December 1, 2019-November 30,2020 - $7.25 per month credit
  • From December 1, 2020-November 30,2021 - $5.25 per month credit
  • Effective December 1,2021 - $0.00

The rationale is probably because more and more people are opting to use cellular service instead of landlines. Unfortunately, those who prefer landlines will either be forced to get a free cell phone or foot the entire monthly landline cost themselves.
