Louisiana: Listing of Free Govt Phone Providers
If you live in the state of Louisiana and meet the eligibility requirements, you can apply for a free government cell phone made possible by Lifeline program. Qualified residents can choose between a free phone that comes with free talk/text and data or a discount on landline service.

The rationale is probably because more and more people are opting to use cellular service instead of landlines. Unfortunately, those who prefer landlines will either be forced to get a free cell phone or foot the entire monthly landline cost themselves.
