Maine: Listing of Free Government Phone Providers

Maine residents who are having a difficult time paying their phone bills may qualify for the Federal Lifeline and Affordable Connectivity Programs (ACP).

Lifeline and ACP are federal programs administered by the Universal Service Administrative Company (USAC) and the Federal Communications Commission (FCC). The purpose is to provide internet and cell phone service for low-income individuals and families. The assistance may come in the form of a free cell phone or tablet with free airtime/texting and data, or you may opt for a discounted landline service.

While most phone companies participate in the landline monthly phone discount (just call your phone company and ask), not all companies offer free phones. Below is a listing of phone providers offering free government devices and/or free wireless service in the state of Maine:

This list may not contain all of the phone companies in Maine that participate in the Lifeline free and discounted phone service, but it is a good start. As we become aware of more companies, we will add them (or delete the ones no longer in service).

Did you know? Maine Fact: Only 12% of the Lifeline-eligible families have signed up for benefits. According to the Universal Service Administrative Company (USAC), as of April 2023, only 20,481 of the 164,173 eligible families are enjoying the benefits of free wireless service. That means 88% of the eligible households are still struggling to pay for their wireless service.
