Maryland: Listing of Free Government Phone Providers

Thanks to the Federal Affordable Connectivity Program (ACP) and Lifeline programs, qualified low-income Maryland residents can get help with their phone bills. There are a few options:

  • Receive a monthly discount on a landline phone
  • Receive a free government phone with free talk/text and data
  • Receive a mobile device at a deep discount with free or discounted service

While most phone service providers can offer the discounted landline option (call your current landline company and ask), only a few companies offer free phones. Below is a listing of the phone companies servicing Maryland that offer free phones:

The above list may not include all companies providing free and discounted Lifeline service in Maryland, but it's a start. As we become aware of additional companies, they'll be added to the list. Similarly, if the companies no longer operate in the state, we'll delete them.

Did you know?Did you know?: That 80% of the eligible Maryland households have not signed up for Lifeline? That's right, as of April 2023, according to the Universal Service Administrative Company (USAC), only 20% of the Lifeline-eligible households have actually enrolled and are receiving free devices and free wireless service.

If you know of an individual or family that is struggling to pay their cell or internet bills, please share this with them.
