Mississippi: Listing of Free Government Phone Providers
Low-income Mississippi residents can get assistance when it comes to paying for telephone service. Through the Lifeline program, qualified candidates can either receive a discount on their landline phone bill or receive a free cell phone with free talk/text and data.

The rationale is probably because more and more people are opting to use cellular service instead of landlines. Unfortunately, those who prefer landlines will either be forced to get a free cell phone or foot the entire monthly landline cost themselves.
