Ohio: Listing of Free Government Phone ProvidersOhio residents who are having a difficult time paying their phone bills may qualify for the Federal Lifeline and Federal Affordable Connectivity Program (ACP). ![]() Lifeline and ACP are federal programs administered by the Universal Service Administrative Company (USAC) and the Federal Communications Commission (FCC). The purpose is to provide internet and cell phone service for low-income individuals and families. The assistance may come in the form of a free cell phone or tablet with free airtime/texting and data, or you may opt for a discounted landline service. While most phone companies participate in the landline monthly phone discount (just call your phone company and ask), not all companies offer free phones. Below is a listing of phone providers offering free government devices and/or free wireless service in the state of Ohio:
The above list may not include all companies providing free and discounted Lifeline service in Ohio, but it's a start. As we become aware of additional companies, they'll be added to the list. We will also periodically weed out those companies no longer doing business in the state.
