Puerto Rico: Listing of Free Government Phone Providers

Thanks to the Federal Lifeline program, eligible low-income residents of Puerto Rico can get help with their phone bills. There are two options:

Puerto Rico
  • Receive a monthly discount on a landline phone
  • Receive a free government phone with free talk/text and data

While most phone service providers can offer the discounted landline option (call your current landline company and ask), not all wireless providers offer free phones.

However, with the creation of the Affordable Connectivity Program (ACP), more phone companies are offering either a free device or a deep discount towards the purchase of a device such as a tablet, laptop, or computer. The plans vary from company to company so take your time and choose the right company and plan for you.

Below is a listing of services providers that offer either Lifeline and or ACP benefits in Puerto Rico.

This list is not a comprehensive listing of all free and discounted Lifelinle phone providers in Puerto Rico. As we come across more providers, we will update the list.

For Your InformationPuerto Rico Lifeline Facts: According to the Universal Service Administrative Company, as of April 2023, 65% of the Lifeline-eligible households have signed up for benefits. There are still approximately 283,000 eligible households struggling to pay internet/wireless bills that would be covered by the Lifeline program.
