West Virginia: Listing of Free Government Phone Providers

Low-income residents in the state of West Virginia have the opportunity to receive either a free cell phone (with free airtime/texting and data) or a discount on their home landline. This service is made possible through the federal Lifeline program.

While most West Virginia phone companies participate in the Lifeline program and can offer monthly discounts on landlines, only a few select companies offer free phones with the associated voice/text and data.

Below is a listing of wireless phone providers offering free government phones in the state of West Virginia:

This list may not contain all of the phone companies in West Virginia that participate in the Lifeline free and discounted phone service, but it is a good start. As we become aware of more companies, we will add them (or delete the ones no longer in service).

Factoid

West Virginia Factoid: As of April 2023, there are over 267,000 West Virginia households eligible to sign up for discounted phone service through the Lifeline program. However, only 58,000 have actually signed up. In other words, approximately 78% of the eligible population has not signed up. This factoid was taken directly from the Universal Service Administrative Company website.
